I think to give some trick for you to create something by Photoshop.

1. Create new document first. Everyone knows how to create new document, isn't it? Anyway you can open new document by pressing Ctrl+N. Then apply layer style to the background. Now add a Gradient Overlay and Pattern Overlay to it. Look at the Figure 01 and understand how to add it ;)

2. Then you have to add an image to your opened canvas. I found a image of tea cup by googling :p You can add any picture. No matter, you can see the image which I added from Figure 02
Note: It's better if you add .PNG (Portable Network Graphics) file. Otherwise you would have to erase some places which you don't want smoothly. It's very difficult.

3. Now we have to change some settings of the Highlight Shape. First draw a shape by ellipse like I did. :) Then go to Gaussian Blur (Filter > Blur > Gaussian Blur) and set radius to 30px. And click Ok button. You can see it in Figure 03

4. So let's see how to add Light Effect to our picture. Create a folder and rename it as 'Light Effects' and change it's blend mode to Color Dodge. Then move the ellipse to that folder.
5. Now We've to make a spark. Add a new layer, as well as make sure it isn't in that folder. Then put white color to the layer like below Figure.

6. Now we've to add a glow to the spark. Go to layer style (Right click layer of spark and click blending options) and change value of Outer Glow like Figure 05.

7. Let's see how to add smoke effect to our picture :D Create a new layer firstly and rename it as 'Smoke', Then change it's Blend Mode to Color Dodge and chose Lasso tool. Change Feather to 40px and draw a selection like I did. After that give white for Foreground and give black for Background compulsory. Then apply clouds like this. Filter > Render > Clouds
